Shared Properties

All control points share five properties:

  1. They operate outside the model

  2. They are interoperable and composable

  3. They can be deployed independently or in combination

  4. They are implemented using existing technologies

  5. Execution authority is externally held and independently verifiable

Each control point governs a distinct class of system transitions.

Together, they form an external integrity layer that enables governance without modifying model architecture or training, and without relying on model cooperation.
